Towards a common European defense strategy

At a time when Ukraine, a candidate for membership of the European Union, is being attacked by Russia, the United States is its main military ally, highlighting the limits of the Union’s and its members’ ability to intervene at the very gates of its territory.

With this in mind, we propose a proven method for accelerating the development and implementation of a common European defense strategy, in line with the European Commission’s work and proposals in this area.1. This strategy will be based on a comprehensive, accurate and shared assessment of the Union’s current defense capabilities. It will be based on the clear formulation of a common defense ambition, taking into account the risks, threats and opportunities facing the European Union. Finally, it must be translated into a prioritized action plan to meet today’s challenges, but above all to prepare Europe for those of tomorrow.
