To mark the 80th anniversary of the Plan, Clément Beaune is launching the Jean Monnet Youth Prize

On June 1, 2026, during the celebration of the 80th anniversary of the Plan at the Institut de France, Clément Beaune, High Commissioner for Strategy and Planning, announced the launch of the first Jean Monnet Youth Prize.

Created in honor of Jean Monnet, who was appointed the first Commissioner General for Planning in 1946, this award aims to keep his approach alive among a new generation: starting with a long-term vision, identifying the most relevant levers for action, and formulating concrete proposals.

The competition is open to individuals under 30—whether working alone or in teams—from academia, research, professional fields, government, the private sector, or civil society. Candidates are invited to submit a short, original paper on one of the following four major issues: Europe, the ecological transition, the demographic transition, and technology. Their submission must offer either a structured analysis of a long-term challenge, scenarios to inform public policy, or a roadmap comprising 3 to 5 concrete and immediately actionable measures.

The three winners will receive 2,000, 1,500, and 1,000 euros, respectively, while the five best entries will be published and disseminated by the High Commission for Strategy and Planning. The awards ceremony will be held on November 9, 2026, the anniversary of Jean Monnet’s birth.

The Jean Monnet Youth Prize thus aims to give the younger generations a voice in the discussion of the transformations that will shape France and Europe in the coming decades.
